No tax free when trading in in Germany

I was in Berkin a week ago, and bought a new Iphone , while traded in my old Iphone . I’m not a EU citizen, and when I requested tax free, the assistant said that they don’t provide tax when trading in??? How is that possible and what’s the relation between tax free and trade in.
