ok so my apple watch keeps blinking the apple logo when im charging it and i cant turn it on and i have tried to factory reset it but it just sent me to apple help

i got an apple watch feom a thrift store recently and the guy said it works and i tried to charge it and it wont turn on it just blinks with the apple logo and I already tried factory reset and that didn’t work either and i don't know if i can get if fix and if so what the cost will be or if i just have to trash it
