Iphone 13 all Screwed up, no links work and it is talking nonsense to me

I can't turn it off and can't stop the voice descriptions

Voice over is set to off

side button wil shut it down but when I click it it starts talking nonsense like time or saying other phone function

I get passcode screen but it won't accept any numbers of code
