How do I stop quick start as it is stuck

If your device is frozen or unresponsive, you can force restart it: Force restart iPhone - Apple Support
When restoring data to a new device through iCloud or device-to-device migration, it's important to leave the devices near one another. If the new device moves out of range, it attempts to reconnect for 30 minutes. After that, the process must start over from the beginning.
It's also important to keep devices connected to power using a 12W or higher power adapter throughout the process of restoring or migrating data. Neither a 5W power adapter nor a USB port on a computer will supply enough power.
