How can I change the age on an Apple ID for my daughter?

We have an older iPhone that I was trying to set up for my 9 year old. On the Apple ID for that account it says that she was born in 1933 so she is listed as an adult. When I go in to change the age it says that it will send me an email to confirm the change but the email doesn't tells me to click approve request and sign in but there is nowhere to click
