The cellular (mobile) connection symbol is “white” and the Watch only works with Wi-Fi or when my iPhone is nearby. I have reset the Watch, called the operator who reset the connection, unpaired and paired again with my iPhone, and nothing.

Hello Welly, I am just new to this world of Apple Watch Ultra and cellular service, but here is my experience. I tried to use the watch as a cellular device the other day. I found that I had to shut my phone off before I could get a reliable cellular signal. I think the phone “owns the environment“ when it is on, and it makes the watch a subsumed device. Just my opinion though, YMMV.
Go outside with your phone shut off and see if you can get connected. Good luck. PK

Yes! I bought the Watch in London, live in London, and the network operator is local (O2).
please see pics attached. It all works fine when the Watch is linked to my phone. But as soon as I disconnect the phone there is no more mobile (cellular) connection.
