How to Disable Apps on MacBook

I use the parental controls, with password but I still have to allow 1 minute in order to block it. On the iPhone, when blocking apps, they don't even show up, but on the MacBook Air 2017 & 2020M1 they all show with hour glass 1 minute and they don't need a password to get more time, even though I have it set with a passcode. I don't want access to internet, or most of the apps that come on the laptop. Thank you!
