Contacts didn’t transfer from iPhone to new iPad. How can I initiate another transfer?
I used my appleid and had the phone nearby.

As this is the iCloud on iOS forum I assume the contacts were hosted in your iCloud email account. In the ipad, iPhone Settings, [your name], iCloud, (show all) ensure Contacts is turned on.
If your phone contacts are hosted in a third party account (iphone settings, contacts, accounts) then you will have to add that account in the ipad.
