QuickTime Player on Windows is very different software from long ago (version 7.x) (2016 or earlier).
The current version QuickTime Player on Mac has been rebuild from the ground up as 64 bit app, and had many of its features reconsidered. Some features have been discontinued, some procedures are done in a different way. They’re only the same application in name.
What did remain, is that you can forward/backward frame-by-frame using the left/right arrow key, from a paused position. (For some codecs and encoding methods, forwards may be faster rendered than backwards, as inter frames are optimized for that.)
If a timecode is embedded in the movie clip during encoding/recording, then the Frame Count can be shown instead of time, in QuickTime 10.5 as well.
