My son iOS on family sharing - normally he could access his library of songs he downloaded, but now he’s only getting mine on his iPad. He can still access his library on his phone.
The issue is on his iPad but not his phone.

If your son is not seeing his music library on only one device, first ensure that he is signed in with the same Apple ID as on his iPhone. If he is not using the same Apple ID on the iPad that was used to purchase and download this music, that can cause this issue to occur. Once he is signed in with his Apple ID on the iPad, he should be able to redownload his purchased music with the steps outlined here: Redownload music
