We recently purchased a phone for my son. It is his first phone. I added him to my family share account. He has playlists that he created on my phone using music that was downloaded from ITunes. I was under the impression that I could share the songs and play lists with him. Do we have to have a subscription for that?

Family members get access to unhidden purchases made by other members of the family. There isn't a direct way to share playlists. If he has his own computer then you can create a library on that for him, and manually copy over any tracks that he wants, then export, tweak (needed if the paths are different), and import playlists to rebuild them there, then sync those to his iPhone. A family subscription to Apple Music allows you each to select music independently from the Apple Music catalog, and includes a way to share playlists.
