I have an Apple Music family plan for me and my partner. I would like to buy a playlist I’ve created for my brother who lives on a farm and doesn’t have a computer or a smart phone. Can I buy the songs on the playlist, burn a cd, and send it to him?

Yes. It is very possible.

You will have to buy them manually, no way to bulk purchase the play list, but if you go into the iTunes Store, and purchase the songs, you can then use the Music app or iTunes to burn a CD for him from a computer. You cannot burn CDs form an iPad.

Apple Music is a subscription, -> Subscribe to Apple Music. You can listen to millions of songs, and enjoy exclusive playlists, live radio, music videos, and more on all your devices.

Apple Music is not buy music in the iTunes Store.

Correct, As such, it is irrelevant when purchasing songs. You can purchase songs whether or not you have a music subscription. Having the subscription is meaningless in this situation.

The songs are stored in iTunes directly, more specifically in a media folder under the iTunes folder in your user account.

It doesn't realty matter where, as iTunes can burn a CD directly itself by selecting the tracks from within iTunes.

Follow the steps in the links above.
