Normally pressing Option R on the keyboard will input ®, but it's no longer working. Any idea if this is an change with macOS Ventura or if there is another app that's hijacking the shortcut?
Other Option + input symbols are working fine like ™ (Option 2) £ (Option 3) é (Option e)

Turns out it was a conflict with Raycast using the same shortcut to "Restore window size". Works fine now that I've disabled the Raycast shortcut.

I'm getting the same result as your with the ⌥+r key combination. The other combinations works OK but not the "r" combination.
You might try creating a text substitution with Control+r and use the trademark from the Emoji and Symbol window.
