I am able to set default font and size for message lists and reading emails, but have yet to figure out how to set a default font type and size for composing new emails.

That's because "viewing" and "composing" messages are two different things.
This is probably correct.
(Incidentally, I seem to remember increasing zoom level cmd+"+" and it would apply to all emails from this sender, but not any more. Maybe I'm mistaken as to how it used to be...)
Setting the "Message font:" is how you set the default.

When I look at Raw Source, the email is listed as text/plain, despite Mail set as RTF. In any case, I was referring to what the user sees.

FWIW, I disagree. Every new message in Mail will adhere to the size set in Mail > Settings… > Fonts & Colors > Message font:.
