Apple Music free trial eligible for new product purchases?

I have received free trials for Apple Music in the past for purchasing a new eligible Apple device such as a new phone or AirPods. I don't believe I have ever purchased Apple Music but instead, cancel before the end of the free trial. My last one ended on May 26, 2023.

This past week I purchased a HomePod mini from a certified Apple reseller (but not directly from Apple.). In trying to activate Apple Music's free trial, I find no such offer. A chat with Apple Support did not help very much, with the final statement "Your device is not eligible for the free trial" despite my providing a screenshot of Apple's offer from their online store.

Is it still possible to redeem a free trial with purchase of an eligible Apple device? What would explain my lack of eligibility?
