My iphone XR does not detect nfc tags, although the apple pay works fine.
Some people said to turn on NFC in settings > general > NFC, but NFC doesn’t show for me when i go there, i updated to the latest IOS 16.6, resetted network settings, and it still won’t scan my nfc tags.

No, i have an nfc tag, when i tap it on my siblings’ phones it works, but my phone won’t react to tapping it, theres also a third party app that allows u to press “read” and then it prompts you to tap it, works on other phones, mine no.
You were given incorrect info; as you have correctly discerned, there is no user-accessible NFC control.
If your ApplePay is working, clearly NFC is as well.
