text messages don't make a tone when i'm listening to youtube

Be sure to check and see if other notifications are making their expected sounds in that situation, as that can help to isolate the issue down.

Check and see if there may be a Focus enabled or scheduled to be enabled, as that may affect notifications depending on configuration. This page can help with that: Use Focus on your iPhone or iPad - Apple Support

You may also double-check in Settings > Sounds & Haptics to check the alert volume set here, and see if changing the 'Text Tone' helps as well.

Are you able to hear your notifications for Messages when you aren't listening or watching any other content that plays audio?
