There are multiple ways to do this.
1) The easiest is to get a template (it could be an effect, a title or a generator) that has this kind of functionality already baked in (and could let you choose the background, the text, font, etc).
2) You can create this sort of template if you have Motion. This could be interesting if you are adept at using Motion, or if you want to learn it - there is no better way to learn a tool than to have a goal of doing something nontrivial (but also feasible) with it.
3) You can "manually" do this, directly in FCP.
Option 1) depends on finding a template that does what you want, for a reasonable price. There are all sorts out there, many free, some moderately priced. You'd have to search around.
Option 2) in my view is great if you have Motion, and if it were me doing this, is what I'd do - but that is because I do have Motion. I am not an expert, by any means, but I can get work done with it.
The biggest advantages are that once you have it, you can use it as many times as you want. Also, being the owner and creator, you can later add tweaks to improve it, make it more flexible, etc.
