Flashlight issues on iPhone 11 Pro Max

My brother bought me a refurbished iPhone 11 Pro Max which is totally perfect except for the flashlight. It doesn't work from the control center or the lock screen and it only works in camera, and it feels extremely low and so yellow compared to the flashlight on my old iPhone 8 Plus. Is there a chance that the flashlight could've been replaced and how to fix it if possible?
