phone fell into the water

Water and electronics are not good friends. Chances are the phone was damaged by falling into water and Apple won't attempt to fix an iPhone which suffered any liquid damage. If the phone still works, back it up immediately as it could get worse. Schedule an appointment at your Apple Store Genius Bar for evaluation, but be prepared to either pay for an out of warranty replacement of the same model phone or buy a brand new iPhone.
