That most likely means there is a hardware issue with the laptop involving the Touchbar. A few users have reported reinstalling macOS over top of itself fixed the issue, but I have never personally seen that work while supporting thousands of our organization's laptops. Every time I've seen this issue, there has been some sort of hardware issue causing a problem with the Touchbar where the required EmbeddedOS is unable to be uploaded to the Touchbar. Even when the hardware issue is addressed, macOS must be able to successfully re-download the EmbeddedOS software from Apple and apply it to the Touchbar....I have had trouble with this at times even once the hardware issue has been addressed. FYI, the bad part may not actually have anything directly to do with the Touchbar itself since I have seen a faulty Camera cause the problem requiring the Display Assembly to be replaced.
You can have Apple or an Apple Authorized Service Provider examine the laptop to provide you with a repair estimate.
You can run the Apple Diagnostics to see if any hardware issues are detected.
In the mean time you should be able to boot into Safe Mode in order to get a backup before having the laptop repaired. Depending on how the laptop is used, you may possibly continue using the laptop until you can have it repaired, although some functionality may be reduced.
