You need to use the backups you made, while you still had your photos on the iPhone. The only safety line offered by Photos is the Recently Deleted album. If you did not recover the photos during the thirty days that Recently Deleted is saving them, or emptied Recently Deleted before the time has been up, you are on your own. If you're missing photos or videos in the Photos app - Apple Support (IN)


As you have seen in the link above (What does iCloud back up? ) your iCloud backup of your iPhone does not include the photos and videos, if you have been using iCloud Photos. iCloud Photos is not a backup, it is a syncing service to keep the items across iCloud and all your devices identical. You need to backup the photos and other items stored in iCloud separately, to be able to recover accidentally deleted items. Have you made such a backup? Archive or make copies of your iCloud data - Apple Support


If you misunderstood how iCloud is working and thought you could use it as an archival backup, ask Apple Support for help. Perhaps Apple can help you to recover very important photos, if they are still on one of Apple's own backup servers. You cannot access Apple'S backups on your own.
