How can I clear my cloud without deleting the apps on my phone

My i cloud is full and want to clear it how can do it with out affecting all my apps

Apple deleting my apps when i have a lot of storage my storage was running low, so I bought iCloud+ for more storage. Apple, then started deleting my apps which I could not download back. I was trying to download them and update my phone, but it keeps saying I have to delete stuff on my phone to clear up storage when I just bought iCloud plus for more storage i have already deleted half my apps and photos
