i couldn't able to activate siri in my iphone 11. i couldn't find siri & search in setting

It's probably due to a Screen Time setting. Go to Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps and enable "Siri & Dictation". What a few seconds and the "Siri & Search" setting in Settings will show up.
