Since I updated to iOS 26.3.1, I cannot activate Siri on my iPhone 13. Talk to Siri is unavailable.

You don't have to have Apple Intelligence for this to work. Not having Apple Intelligence wouldn't cause Talk to Siri to not work at all. I suspect you have restrictions on, which has turned Siri off.
Open Settings > Screen Time > Content & Privacy Restrictions > Siri - Make sure All is marked allow and Siri & Dictation is turned on (green).

This article doesn't help me because my iPhone is an iPhone 13. Apple Intelligence is not available on my iPhone and "Talk to Siri" which I can see, is not available, it is greyed out. I cannot select either either "Talk to Siri" or"Talk and Type to Siri" or Responses, and all the other suggestions. Pressing the side button does not help and talking does not activate Siri.
My software is updated to iOS 26.3.1. I live in Wisconsin, not overseas. I did have Siri activated a week or so ago, before the update, but now I can't get it activated. I have tried turning off iPhone all together and charging up the battery fully. These options have no effect on Siri.
