Apple Watch family setup phone calls
If I get a cellular Apple Watch and have it setup through a family member’s iPhone phone, will I have a separate number for the watch, so that it can be called directly without ringing the setup iPhone?

Yes. That is exactly how Family Setup works. The iPhone is just used for setup, but remains separate to the watch, and the watch would get its own phone line.
You must be using a GPS+Cellular Apple Watch, and have set up and paid for phone service for your Apple watch from a supported carrier.

Note that some Apple Watch features depend on having a companion iPhone, and aren't available on an Apple Watch that you pair using Family Setup.
