I have upgraded the IOS to 15.7.8 and the phone app is stopped working, not able to make calls and receive. Even whatsapp call is not working.
speaker icon is grayed out.
Even we have the IOS 16+ version availabele its not showing to upgrade to see if that fixes the issue.
how can i downgrade my ios or fix the issue?

You can't downgrade from iOS 15.7.8 once updated. And your phone is too old and underpowered to be updated to the next generation iOS 16 software.
Try a simple Forced Restart (something recommended after iOS updates):
Force restart iPhone 7
Press and hold both the volume down button and the Sleep/Wake button at the same time. When the Apple logo appears, release both buttons.
Did you contact your cellular provider? You should contact them.
I did that force restart, but no luck
