Cannot download folder while using iCloud Drive in a browser.

Well, then provide Apple feedback on how you think things should be different.

Recommend this to Apple:

Unfortunately, downloading the library pre-assorted is not an option, as of this reply. So, recommend to Apple that the make it such. Apple rarely reads these forums as it is on their own time. So, get the word out to them through use o the following...

1. Go Here: Feedback - iCloud - Apple
2. Select: "Account" for the "Feedback Type"
3. Comment: on why you want this to be an option and why. Include the URL of this thread.
4. Proceed form there as necessary

You have to options: Download them all manually, sorting them one folder at a time. Or..

Export All of iCloud:

If you wanted to, you could download all of iCloud to an external drive. Perform my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip. You would then use Finder to browse all of iCloud.
