Can iMessage accidentally be turned off without the user going into settings?

My Exhusband said, he didn’t receive my text Bc he accidentally turned off his iMessage in Settings. Is this possible? He has an iPhone 7 Plus, and his data is low right now Bc of the month end.

If iMessage is shut off on a receiving device the message will be sent as SMS if you have the "Send as SMS" option turned on at Settings > Messages.

Okay, thank you. So, I don’t think iMessage can accidentally be shut off?
