Sending messages

1 contact who has an iphone won't reply to me but when I send messges it goes like this:

iMessages sent 3-4 times in blue then turn green within a minute or so, saying "sent as text message"
For 72 hrs all mssgs I send are in green & either say "sent as text message" or attaches nothing except the date and time I sent messages - still in green - til precisely 72 hrs after imessages sent
Mine again will submit as imesseges a few times but within a minute turn green saying "sent as text message"
Repeat

I know my calls are blocked since immediately go straight to vm.

Are my text messages getting through though? Or is this behavior that occurs when my messages are also blocked?

To clarify: you do NOT think that my messages are being blocked then?? I know previously he used to purposefully change his messages settings to where his side would always show green instead of blue messaging, bc he wasn't wanting me to "know" when he in fact was reading my messages. (Btw he is located in Toronto, not in the US) However, esp during winter snowstorms, his service (Roger's communications) WOULD at times show only as green and was due to inclimate weather interfering with his service.

But now he purposefully turns his data settings on messages off where they do not ever reflect blue but for less than a minute before changing to green with "sent as text message" attached

IF calls goes directly to voicemail, then said contact is in an area with a weak wifi or cell signal, which is why your imessage is going as text message.
