I have a new se with iOS 16.3.1 I can't find my flashlight, the icon isn't on the lock screen nor in the control centre. When I go into " settings, control centre", the flashlight is already an included control.
Can anyone shine a light on how to get out of this darkness?
I couldn’t find mine either at first. I have an SE 2020 and it used to be easily accessible just from the pull up menu screen when it’s locked, but now I have to pull up the menu even higher (pull up twice) and it’s there with a few other icons, like the timer and camera. I hate it, but it’s there. Hope this helps.

Disable “Show home controls” from Control Centre and you can see the flashlight
That works too, thanks gab6. Disabling the "show home controls" means only one swipe to get to the flashlight. Great answer.
When you swipe up to bring up your control centre quick apps, keep scrolling up you’ll find the torch app there. Otherwise go settings > control centre > and look to see if the torch icon is there
I get the flash symbol, but I'm not sure it works. I haven't tried a night pic yet.
I've solved the issue temporarily by installing a torch app, and the light works on that. I'll take it into the store I bought it at.
Had all same issues as you describe. To bring back flashlight to Lock Screen control panel, I opened Home from Lock Screen and selected - remove home. Flashlight now shows in Lock Screen control panel.

It's not in the control center nor on the lock screen.
The usual complaint is that it IS on the Lock screen, and people want to remove it. But it is also in the Control Center:

You suggest the flashlight is not in Control Center? Did you open the Settings App. Scan down to Control Center and tap it there. Then look to see Flash Light is added to Control Center.
