How to get my Suica card $$ back when iPhone broken?

Re-add Suica using the Previous cards category as explained in the “Move a Suica, PASMO or ICOCA card from your iPhone to your Apple Watch or a new iPhone“ section of the Apple Support doc:

Add a Suica, PASMO or ICOCA card to Apple Wallet – Apple Support (AU)

In the article linked above, it says this,

1. >> Make sure that you sign in to iCloud on all your devices. On your iOS device, you need to set up Face ID, Touch ID or a passcode. On your Apple Watch, you'll need to set up a passcode. If you remove your passcode or sign out of iCloud, all credit, prepaid and Suica, PASMO or ICOCA cards will be removed from that device. When you remove a Suica, PASMO or ICOCA card from any device, the remaining balance will be stored and available to be transferred to the same or another iPhone or Apple Watch that is signed in to iCloud with the same Apple ID.<<

Have you contacted Apple Support?

The physical Suica is invalid after transferring to Wallet as stated in the linked article and cannot be used. You must be logged in with the same Apple ID used to add Suica to Wallet to re-add the Suica from iCloud as Jeff Donald points out in his reply.
