Can’t sign out of my cuzins Apple ID so I can log into mine. He doesn’t have the number or access to the email he used.

ONLY your cousin can help you by performing these steps:

How to remove Activation Lock - Apple Support

Until he/she does so, the iPhone will NOT EVER work for you.
