The ability to extend AppleCare+ coverage depeds on where you are and how your device was origianlly covered. The details are in this Apple article: Extend your AppleCare+ coverage - Apple Support
If you had non-Apple coverage, like a private plan sold by your carrier, that article does not apply.

What is "safaricom"? If that is your carrier, you need to work with them. Apple cannot address carrier issues.
