Apple One subscription

Can you use Apple TV+ on a smart tv through an Apple One subscription?

Yes, if your smart TV has the Apple TV app or Apple TV+ app. For Samsung, that would be for TVs from 2017 or later, I think. It is either pre-installed, or downloadable from Samsung’s on-device Appstore.

Then just sign in to the Apple TV app, through the in-app Settings (sprockets wheel icon), using the Apple ID account that has the Apple One (or Apple TV+) subscription linked to it.
