I have an apple one subscription that is active and it includes Apple TV. However every time I wish to watch a film. Apple TV states I need to purchase/rent it. Is it not included in Apple One subscription and how do i "activate" it.

The Apple TV+ part of the subscription only covers Apple-original content; click here for the list of it. Items which show an individual price aren't part of either paid or trial memberships and cost the same regardless of status.
