The Apple TV box or Apple TV app doesn't depend on an Apple TV+ subscription per se. Some functions do not require any subscription, but many services do.
The Apple TV app can be used to access e.g. iTunes Store movies (buy or rent) as well. That wouldn’t require a subscription.
