I’ve just upgraded my phone and transferred everything over. This issue is I tried setting up my Apple Pay on my new phone but it won’t verify it. I have my banking app and can open it and says on my app that Apple Pay is available. But Apple Pay still won’t work and keeps asking me to open the app? I’ve tried turning my phone off and on and not sure how to get it to work now?

Q1) Are you talking about Credit Cards in your Apple Wallet ?
Q2) Did you already have these Credit Cards in your Wallet on your previous phone?
If the answer to both is “yes” try logging out of your AppleID and then logging back in.
Settings -> AppleID -> Sign Out
This technique has been known to correct inexplicable Wallet funkiness in the past.
Edit to Add: Are you sure that the “verification” being requested is not simply re-entry of the CVVs imprinted on your physical cards ?
