When I want to attach or choose a photo to upload, I choose Photos and my entire Library displays, but not my folders, so there is no way to filter or select from a folder. I have to scroll through all of my pictures to find the one I want.

That is an unfortunate new feature in Photos on macOS 13 Ventura. Not all apps can show us the albums in the Photos Library.
To find the photo you want to upload easily, I would open the Photos.app, find the photo there, where you can see your albums, then open the info and copy the filename from the Info.
Then paste the filename into the search field of the upload dialog. The search has been improved in macOS 13 Ventura. try to use the search - search for anything that can help you to find the photos quickly, you want to use.

The upload dialog is in the Media section of your browser:
I add a unique keyword to the photos I want to upload and search for the keyword.
Hmmm? By Browser, do you mean Finder? There is no Media Section in my Finder, and I do not see it available to add in the Settings. But I can first find the photo I want in my Photos Folders, assign a keyword to it and then search for it when the app I want to upload it to asks me to go to it and choose it. I think that is what you are suggesting.

How are you currently trying to attach the photos you want to upload? Which app are you using?
The "Media" section in the file chooser dialog will only been shown, when you are trying to select a files from an app, not in the Finder.
In Safari I am seeing the Media section here:

Yeah, that's a roundabout way. But what is the "upload dialog?" I don't see that? Is it called something else?
