Deleting a photo from library also removes it from folder
Why is it when I drag a photo from the library into a folder… I try to then delete it from library, but it also deletes it from the folder.

If you want to identify all of your photos in the Library that are not in any album, you can use the Photos File menu > New Smart Album and set the condition for the Smart Album to Album - is not - Any. Then as you add photos to Albums they will automatically disappear from that Smart Album (or you can drag photos directly from that Smart Album to a regular album).
That is what it is designed to do. The Library contains all photos, whether or not they are in an album.
Only one photo is stored, it is just displayed in multiple places.
Thank you, your response was so helpful... kept trying to clean up and organize photos, wanted to delete what I thought were "doubles" (one in Library, one in Folder)
