Remove Shutdown & Sleep From Apple Menu

Hi,


Currently we can remove Sleep, Restart, Shutdown from Login Screen:




But we are looking a way to remove it on Apple menu as well:



We only want to enable Restart, in case something happen and need to restart the machine. Is there a way to do this safely? If there is no possible way, can we replace Shutdown action with Sleep? So whenever user press Shut Down it will perform Sleep Action. Currently we can't wake the Mac with Wake On LAN (WOL) if user Shut Down the machine.

I don't think they would ever add that feature because it's better to have multiple ways to shut down rather than only one for an instance where one of them fails. Plus even with the shutdown option removed in the UI you could still shut down by pressing and holding the power button on the keyboard. So I don't really think that would be a useful opinion.
