Are 9000 Numbers Safe to Download from Messenger?

My iPhone receives Messages from 9000 numbers on occasion. I’m usually getting something to download. Is this safe to do?

outgoing text messages Each month there are several outgoing texts to 7727 , at all different times from one of my phone lines and user alleges they aren’t sending them.

Yes. That is spam. Ignore them entirely. Block the numbers.
