How does downloading apps work on a phone with Dual SIM (2 phone numbers)? Do the apps automatically download to both numbers? Or you can select which number you want it to download to? Or?
Apps reside on the phone, not on phone numbers. They will download and use either Wi-Fi or whichever phone number you choose for cellular data in Settings/Cellular. Here is more detail→Using Dual SIM with an eSIM - Apple Support

To be clear, iPhones have been “Dual SIM” since the Xs/Xr model. (eSIM + nanoSIM)
The iPhone 13 added the ability to use 2x eSIMs simultaneously.
