When I go to download an app on my MacBook Air M1 laptop, it tells me that my Apple ID has not been used in the App Store. When I press review and make it to the "Complete your Apple ID" and all my information in, it doesn't let me continue and just tells me to contact apple support. I don't know how to fix this issue. Its been like this for months now.

Seems Apple requires you have a payment method listed in your Apple ID account for the first time you download from the App Store or iTunes, even if you are only downloading free apps etc.
You can check which payment methods Apple can accept in your country or region:
