Because it’s not. Water resistance is not a permanent condition and does not guarantee that no liquid will enter the device and damage the internal components.
Liquid damage is not covered by the warranty.
Liquid damage is not repairable.

No. that’s not what they said. Those are the criteria used for testing under controlled laboratory conditions.
Your understanding of what water resistance ratings mean is flawed.
According to Apple, the IP68 means the phone can submerge into water up 6 meters for up to 30 minutes. So, if someone drop their phone into a bucket of water for few minutes, and the screen of the phone got damaged, why this isn't covered? If the phone was made to spec, it shall be able to survived from that condition but it wasn't.
