An iPhone 7 can't be updated beyond 15.8.3, it doesn't have the hardware required to run anything higher.
If you need a higher iOS version, you will have to purchase a newer phone.
• If you have an iPhone 5S or 6/6plus, the highest you can update to is 12.5.7
• If you have an iPhone 6S through 7, or SE 1st generation, you can update to 15.8.3
• If you have an iPhone 8 or X, you can update to 16.7.10
• If you have an iPhone SE (2nd generation or later), or XR through 15, you can update to 17.7 or 18

If more than a year after iOS 17 was released, you are just now asking about it, chances are whatever model iPhone you own, is not capable of running iOS 17. What model iPhone do you own and with that, we can tell you whether your phone is capable.

That will not get you iOS 17.
Those phones are incompatible with iOS 16 and later. For them, iOS 15 is the end of the line.
Five pages of people saying they have an iPhone 7, who want iOS 17. And five pages telling everyone who asks it's NOT POSSIBLE. Read the thread. You CANNOT install iOS 17 on an iPhone 7. If you need iOS 17, then it's time to retire your very old iPhone and buy a much newer, more modern iPhone.

As iOS 17 has not been released, that is not possible.
When will it come out and why does people say they have it are ready
It will be released sometime between September and December.
If other folks have it, they would be developers, beta testers, or obtained it from some hack site.
