What is the maximum iCloud storage one can get? I am maxed at 2.2TB but I read in an older article that maximum would be 4TB (2TB Apple One + 2TB iCloud+), what is the current actual maximum in Europe?

There isn't a 4TB plan as such; you have to do it by having a subscription to Apple One and also subscribing to an individual iCloud+ plan.

"If your family needs additional iCloud storage, the family member who purchased Apple One can buy more iCloud storage. With both Apple One and an iCloud+ plan, your family can share up to 4TB of total iCloud storage."

Patrioti I have what you describe, I tried to upgrade my plan and there is no option, at least here in Sweden to upgrade my Apple One to a higher level, it has only downgrade to personal, but I have a family plan and wish to keep it that way. Currently we are sharing 2.2TB there is nowhere to be found on my devices on how to upgrade to a higher capacity.
Never said there is a 4TB plan, that is why I wrote "4TB (2TB Apple One + 2TB iCloud+)"
I have the 2TB iCloud+ shared with the family and the Apple One plans I see on my phone is Individual Apple One with 50GB included and Family Apple One with 200GB included, which is my current plan and the only option is to *downgrade*

I know about fitness+, why EU is not treated as one like the US? That is the question. Another question would be what is the technical or legal challenge to deploy Apple One Premier plans everywhere? I really never liked these Apple practices and will always fail to understand the great logic and the minds behind this mess.
2TB IS A LOT. Maybe consider deleting old files, music, photos, that you no longer need? Or use another cloud provider: google drive, one drive, mega, box, proton drive, Adobe, just to name a few. I personally use proton drive (500gb) since it comes with my email package
40 years in IT I know all about solutions to my problems, thanks for the advice I already have almost everything mainstream. Also I know 2TB is a lot, but as said it is a family plan, I am not alone, and thankfully I am at 50% right now, but exploring solutions is always my thing. Still the logic of Apple is irresistibly illogical sometimes.
There isn't a Premier bundle for Apple One in Sweden; you're at the storage limit for a single Apple ID.

Apple Fitness+ isn't available in Sweden. This isn't an EU-wide problem; it is in France, as well as the Apple One Premier plans.
