I will be visiting the Apple Store in Tokyo in about a month, and I plan to purchase a Macbook Air M2. I'm wondering if it's possible to buy this device with a different keyboard language in the Apple Store, and if it's not generally available in the store's stock, can I place an order in advance?

I think they don't have stock different layout keyboard MacBook Air, though you can call or chat support ask for different keyboard in advance and pick up at the store when you visit Tokyo.

If you go to Apple's online store in Japan and pretend you are buying one, you will see the 6 keyboards which can be ordered that way:
The bottom 3 are Chinese and Korean.
I doubt they would have any other language in stock other than the native language. I would call them and see if they can order what you want.
