Can you receive refunds with restricted Apple Cash account?

Apple Cash was used automatically by App Store to charge a purchase that had multiple previous failed payment attempts. I requested a refund and was granted the refund. Meanwhile my account goes into restriction (due to another account being tied to Apple Cash). I know to contact Apple support to lift the restriction but my question is can i receive refund while account is restricted?
