I have used my MacBook Air M1 for half a year with just 47 charging cycles, but the battery health is 91%. That shocks me. So, I want to see whether there is a problem with my MacBook or it is the software problem that leads to an inaccurate result. I am using MacOS Ventura.

Rechargeable batteries can lose some amount of initial charge capacity quickly and the last for a long time at that level before losing capacity, some will hold initial capacity for a long time and then start to lose capacity, some will start slowly losing capacity from day one, and any other possible combinations. It is just the nature of rechargeable batteries.
FWIW, don't try to micromanage your battery and just use the Mac. If you reach a point in time where the working time on battery is not long enough to meet your needs, then start to worry or just get the battery replaced.

That is not abnormal. Read Batteries - Maximizing Performance - Apple.
91% is pretty good, start worrying if it drops below 80%
And don't sweat the cycle count. There is no relation to capacity and cycles. If you never unplugged the Mac from the AC source for its entire life, your cycle count would be extremely low ... maybe even just 1. But your battery will still degrade over time. That's just the way batteries work.
